The prologue of Romeo and Juliet
“where civil blood makes civil hands unclean

There has been a devastating pandemic around, but there are serious shortages of the medical doctors and nurses. The illness mostly tend to infect the children and teen agers, especially till they reach their early teen years most critically. The children here are called Romeos for boys and Juliets for girls. Those who got ill due to the pandemic get sick detrimentally during their growing years, effecting their heights, intelligence and health conditions as well of their general conditions of love in general as their general propensity of love has not been allowed to flourish. Unfortunately the doctors and the medical communities, however, simply couldn’t cure these detrimental consumptions of the health and had only partial treatments to improve the severity of the illness. As a pandemic, it impacts the finance of the families one way or another very negatively as well.
The traditional treatments were offered by the public health bureaus called the Capulet, but nobody has come up with very reliable estimations of this pandemic. It has been going on for many decades. Although there have been some improvements over the recent 10-20 years, still nationwide, about 1/3-1/4 children get infected. In the big cities, almost 50-85% of the all growing Romeos and Juliets tend to get impacted, effecting their health and economy for the rest of their lives. There have been some public discontents and even outcries as some alternative medicine groups called the Montagues could cure better, but the public investigations sometimes concluded that the alternative cures are not any better than the traditional treatments although slightly less expensive. Newer studies have revealed that although the average of the alternative treatments could cure not really much better than the traditional cures – and often even worse than the traditional treatments – there seem to be about 1/5-1/3 of the frontiers of the alternative cures who could reduce the illness durations by half a year or even full year and once a while by even 1.5-2 years in some communities.
Suddenly a foreigner out of nowhere, whom nobody in the medical communities have ever heard of, appeared and claimed that he can cure the illness for the entire population within just 1-2 years if the medical communities can collaborate with him and support him. Earlier, he cured more than a thousand patients in Guatemala and Mexico in a rate of within few weeks not years or decades, but the Guatemalan minister of health refused to support him and didn’t even want to meet him personally although he got the non-commercial national and state television coverage as the national commercial TVs and newspapers would never touch the breakthroughs of him. So he abandoned his missions in Guatemala and Mexico and decided to try his solutions in more developed and supposedly rational countries. So he gave up Guatemala and started soliciting the American health leaders, but the state heads of the American doctors didn’t want to listen to him either at least not at the state or governmental health bureaus. And even the alternative medicine communities of the Montagues have been often hesitant to meet this medicine man too.
In the meanwhile, to make the bad situations worse as many public have been disillusioned by the ongoing feuds between the Capulets and Montagues – no matter how good the intentions of the Capulets and the Montagues may be – less and less people want to be in the public health services; so there have been much less doctors and nurses due to the compromised salaries and the long hours of works. The health bureaus of the cities, states, and the nation have struggled to come up with the solutions to ease the shortages of the doctors and nurses and they have even staffed under-qualified doctors and nurses, the situation is not really getting better and also worsening. At first the shortages of the medical people affected mostly the Capulets of the medical bureaus, but lately the shortages seem to affect the Montagues of the alternative medical groups as well.
As Romeos and Juliets are from the 2 separated families of the Capulets and the Montagues, the wellbeing of the Romeos and Juliets have been painful to watch. They are supposed to all interact with each other freely and share their love, but the Capulets claim they have their right to cure their kids in spite of the far less than impress treatment success and the Montagues claim their shares of the cures and don’t want their children near the Capulets. As a public service, the Montagues also pull their funds from the public money and the Capulets don’t like to see their money getting pulled into the Montagues’ practices about which they don’t seem to trust as an alternative at all as unauthentic. In treating the Romeos and Juliets, who cares how they treat the illness as long as some can be cured better much quickly and cheaply? A big irony is that this is happening in the rich countries of the modern era of 2005-2010-2015 and now into 2017. The health clinics and the bureaus are supposed to focus on the curing the illness, but the feuds between the Capulets and the Montagues have turned into the political and financial battles to secure the funds and push each agenda regardless of which side is more correct or reliable.
Realizing that the illness have the devastating economic impacts and thinking that both the Capulets and the Montagues would listen to him if he could reveal the devastating economic impacts of the feuds costing the lives of the Romeos and the Juliets (as the funding have been the hot battle field), a medicine man out of nowhere with zero affiliations with either the Capulets or the Montagues, have calculated the economic impacts of this illness. He first tried to talk to the best Economists in the issue because his estimations are much higher than what even the best economists had estimated. It turned out to be multiple times of the average annual salaries of the Romeos and Juliets when the kids grow up to be full adults with the staggering cumulative sums of decades of salaries at least. As he didn’t get the supports of the economists, he then tried to convey the simplified results to the health bureaus by presenting the themes so that anyone with the minimum intelligence could understand, but the health bureaus were not interested in the economic impacts as it is not their responsibilities. The media would not cover it either because they all think this matter is left to the economists as nobody seemed to calculate the proper estimations of the costs. The medicine man is often called MAJNUN by the Capulets and sometimes by the Montagues as well. MAJNUN has visited every single one of the accessible health bureaus in all near communities, but nobody would listen.
After enough of the frustrations by the abysmal bureaucracies and closed-mindedness of the entire health practices, this medicine man decided to quantify to the health professionals more concretely and directly applicable manner. As the shortages of the medical docs and nurses got worse, MAJNUN came up with a new, very simple analysis from which nobody in the Capulets and the Montagues can ignore because it is so simple. So he successfully estimated before anyone else in the medical communities that the illness has this detrimental impacts basically last for about 1.5 years in normal conditions (although this varies town to town a bit) although before his discovery, everyone had only nebulous guesses as to how long this illness would last. Then he even estimated that the annual costs of the cures of the illness of the Romeos and the Juliets (assuming about 1.5 year normal illness condition) would be roughly about the total sum of the entire medical professionals’ annual salaries of the North America’s United Tribes of the Capulets and the Montagues if the traditional cost estimates of the medical treatments by the Capulets are used to make the children subsist with their crippled lives for the rest of their lives.
Now the MAJNUN says that he can cure almost all at the tiny fractions of the costs. The irony is that in spite of all the cost levels of the national health bureau of the America estimated by this medicine man, for many decades they couldn’t even cure the illness with some respectable success rates at all. Although some of the leading groups of the alternative communities cure the illness occasionally and partially, they couldn’t scale their successes up to the levels of the entire communities or towns, let alone the entire states or nationally; although their treatments worked for some thousands of the patients, but not for tens or hundreds of thousands of patients, let alone millions of the patients at the costs compatible to the costs of the traditional medical bureaus of the nations.
As Majnun is hoping to persuade both the Capulets and the Montagues to consider his approaches. At least some leaders of the Montagues seem to start listening to what MAJNUN offers and suggests, but the health bureaus run by the Capulets seem to have tightly closed their doors no matter what. So MAJNUN has been very confused and disillusioned by the entire practices of the medical communities. The results are out. The juries are out. All MAJNUN cares about is that both the Capulets and the Montagues invite him to some pilot studies as a valid, scientific clinic test to run for some thousands of the ill Romeos and Juliets so that he can demonstrate the preliminary, very rapid recoveries that neither the Capulets nor the Montagues can even dream about. For the Capulets, as he recently demonstrated that the cost of the normalized 1.5 years of the illness of the kids annually would cost on par with their annual total salaries of the docs and nurses, let alone the costs for decades. So for anyone with the rational minds who have complained about the shortages of doctors and nurses who can cure only the surfaces of the illness of the kids and prolong their suffering for the rest of their lives or simply run quick and dirty cheap pilot studies to see some potentials of the pilots, which MAJNUN calls MMU series.
Majnun proposes so that both the Capulets and the Montagues end the pandemic in few years and distribute all the money wasted on just treating the surface level illness can use much saved money for the general health of all, not just for the massive budgets annually lost for not curing and crippling the kids. If this is considered irrational or doesn’t make sense or too disruptive, then the heads of both of the Capulets and the Montagues have to examine not only their minds, but also their hearts, and their general sense of humanity. So this saga of overcoming the pandemic of the Romeos and the Juliets as well as the illness (not just feuds) of the Capulets and the Montagues have become not just a medical practice issues. This has become the hardcore work spiritual, ethic and political issues.
What is the priority? To cure the life-consuming illness of the love of the Romeos and the Juliets quickly and change the history or to prolong the crippled lives of them till eternity, complaining about the shortages of the doctors and the nurses? Where are the juries? The medical communities themselves or the hearts and minds of the Romeo and Juliet … especially in the big cities where almost 50-80% of the kids are crippled for life and will continue being like that with the never-ending feuds of the Capulets and the Montagues.
MAJNUN believes that the medical communities need the super stars, not just the stars of the doctors. There are some star doctors in both the Capulets and the Montagues, but they cannot eliminate the disease although they can perhaps cure thousands of them if they are lucky partially and still they cost a lot and astronomical cumulatively. MAJNUN hopes that the entire heads of the medical bureaus are not money suckers at the expense of the past, present, and future of the Romeos and the Juliets. He believes that if there are super stars of curing the illness, both the Capulets and the Montagues perhaps can be united for the common battle. Why not? As Shakespeare framed it, the Romeo must die. So does Juliet? And in the medieval time, perhaps yes they had to die. But in the modern time when all the young lovers have sex and there are no shortages of the teen pregnancies and their rebellions against their status quo parents, should we directly or indirectly murder the kids? When there are no cures, the fights for the monopolies of cures are perhaps partially acceptable, when there are solutions that can unite both sides – at least theoretically and in principle – and to ignore and avoid this is to betray us all.
If you are a head of the ministry of health or the health professions, be it in the governmental clinics or the alternative medicine communities, how will you approach the new medicine out of nowhere man MAJNUN who seemed to have this magic panacea and invite every leaders of the medical communities so far unsuccessfully because nobody in the medical communities are inviting him, nor funding him to run his pilot studies to 4-5 thousands of the Romeos and the Juliets for the clinical tests that he need. What will you do?
